The Indianapolis Continuum of Care (CoC) is a coordinated, community-based approach of identifying needs and building a system of housing and services to address those needs.

As the governing body of the Indianapolis Continuum of Care (CoC), the Blueprint Council has established a bold and courageous goal of reducing Black homelessness within Indianapolis by 35% by 2025.

Partners in Housing is dedicated to collaborating, investing, and promoting this initiative to eliminate racial disparities collectively and intentionally across the homeless response system.
